Advocacy on Horizon Europe

Horizon Europe is the current EU Framework Programme for Research and Innovation. Scheduled to end in 2027, it will be succeeded by a new programme that will carry on using the name Horizon Europe. As this programme will be the 10th edition, it was previously referred to as ‘FP10’.

This page presents an overview of activites and outputs by Science Europe in the lead-up to the new Horizon Europe programme, as well as the most important external developments.

    Science Europe joined 16 other research policy organisations to jointly call for the Marie Skłodowska-Curie Actions (MSCA) to remain a fully bottom-up, excellence-based programme within Pillar I of Horizon Europe, open to all scientific disciplines.

    Members of Science Europe and representatives from the Working Group on the EU R&I Framework Programmes discussed the next Horizon Europe, and joined a fireside chat with MEP Christian Ehler on the new Programme.

    Breakfast at the Parliament

    Science Europe co-organised a breakfast meeting at the European Parliament, hosted by MEP Lina Gálvez, to discuss priorities related to the new Horizon Europe and the amendments to its legal provisions that Science Europe proposed.

    Science Europe proposes a number of amendments to the EU legislative documents that will establish and implement the 2027–2032 Horizon Europe programme.

    2025 High Level Workshop: Research collaboration, competition, valorisation and protection in an ERA of uncertainty

    Co-organised with RCN and UKRI, the High Level Workshop dealt with the requirements for FP10 to support R&I in a time of geopolitical uncertainty.

    Science Europe makes a number of recommendations on how the proposed connection between the Framework Programme and the Competitiveness Fund should be designed.

    A Reliable Financial Framework and a Robust R&I Programme for Europe’s Scientific Leadership
    Science Europe responds to the proposal for the new MFF and Horizon Europe programme, and makes a set of recommendations. The budget increase is welcome, although less than requested, but protection of the budget and clarification on the relationship with the Competitiveness Fund are crucial.

    European Commission launches proposal for MFF and renewed Horizon Europe Framework Programme

    The European Commission released its proposal for the 2028–2034 Multiannual Financial Framework and Framework Programme for Research & Innovation, which will continue to be called Horizon Europe. A budget of €175bn has been proposed, alongside the introduction of a fourth pillar.

    The second FP10 event was organised to provide Member Organisations the opportunity to discuss in-depth the implications of FP10 being included in a proposed broader Competitiveness Fund, and to establish key advocacy points on this topic.
